Where to Stay in Cebu: Best Areas & Hotels (2026)
Cebu City, Mactan, Moalboal, Malapascua or Bantayan? The best areas to stay in Cebu and the hotels travellers rate in each — with how long it really takes to get there from the airport.
Cebu is not one place to stay but five, and they are hours apart. There is the city, with its malls, restaurants and the port for Bohol. There is Mactan, the island the airport sits on, where the beach resorts are. And there are three outposts that people fly into Cebu to reach: Moalboal in the south, Malapascua off the northern tip, and Bantayan off the north-west coast. Pick the wrong one for your trip and you spend a day on a bus. This guide sorts the areas by what you came for, with the hotels travellers rate in each.
The 60-second answer
- One or two nights, flying in and out, want restaurants and a city? Cebu City — the IT Park or Cebu Business Park for the modern side, Fuente Osmeña for the old centre.
- A beach holiday without a long transfer? Mactan — resorts 15 to 30 minutes from the airport.
- Diving, the sardine run, waterfalls? Moalboal, 2.5 to 3.5 hours south by bus.
- Thresher sharks and a small-island feel? Malapascua, a bus and a boat away in the far north.
- Wide white sand and not much else? Bantayan Island, a bus and a ferry to the north-west.
- Catching the Bohol ferry early? Stay in Cebu City near the port, not on Mactan.
For a first visit that is mostly Cebu, the honest answer is a split: a night or two on Mactan for the beach, then the city or the south for the rest.
Cebu City: the IT Park, the Business Park and the old centre
Cebu City is the Philippines’ second city and it works like one. The two modern districts are both Ayala developments. The IT Park in Lahug sits on the old Lahug airport site, 27 hectares of offices, apartments and a mall (Central Bloc) with cinemas and a supermarket, and it runs around the clock because the call centres do. The Cebu Business Park is bigger and more polished, built around Ayala Center Cebu, the mall that opened in 1994 and still draws tens of thousands of shoppers a day. Both are a 25 to 75 minute drive from the airport depending on traffic, and the new Cebu Bus Rapid Transit, running in partial service since March 2026, links the IT Park with the South Bus Terminal along Osmeña Boulevard.
The old centre is around Fuente Osmeña, a roundabout park where many of the mid-priced hotels cluster. From there Osmeña Boulevard runs north to the Provincial Capitol and south towards Colon Street and the port. If you are taking a morning ferry to Bohol, this side of town is the one to be on. OceanJet sails from Pier 1 in the North Reclamation Area, and the local advice is to add an hour to whatever the traffic app says.
Stay in Cebu City if you want restaurants, malls and nightlife on your doorstep, you have an early ferry or a late flight, or Cebu is a one-night stop between islands.
Waterfront Cebu City Hotel & Casino
the big Lahug landmark by the IT Park, with a casino, pools and the city's liveliest hotel nightlife.
Radisson Blu Cebu
a reliable business hotel beside SM City Cebu, handy for the port and the North Reclamation Area.
Mactan: the resorts next to the airport
Mactan-Cebu International Airport is on Mactan Island, in Lapu-Lapu City, not in Cebu City at all, which is why the Mactan resorts are the easy choice for a short beach break. The resort strip runs along the island’s eastern shore. Punta Engaño, on the northern tip, has the high-end resorts with private beaches and infinity pools. Maribago, further south, is the most popular beach area with a wider spread of prices. Transfers are 15 to 30 minutes, and most resorts run airport shuttles, which matters because the jeepneys from the airport do not continue to the Punta Engaño strip.
The sea here is not Cebu’s best, and the snorkelling and island-hopping trips go out to the islets of Olango and beyond. Since 2022 the Cebu-Cordova Link Expressway, a toll bridge from the South Road Properties in Cebu City to Cordova on Mactan, has given the island a second road link to the city.
Stay on Mactan if you want a resort pool and a beach without a long drive, you are travelling with children, or you are flying in late and out early.
Shangri-La Mactan, Cebu
the Punta Engaño flagship, with the largest grounds, a marine sanctuary and the island's best-known beach.
Crimson Resort & Spa Mactan
the family favourite, with villas, a big pool complex and a kids' club.
Bai Hotel Cebu
a modern high-rise with a rooftop pool, a good-value step down from the beach resorts.
Tambuli Seaside Resort & Spa
a budget-to-mid seafront resort in Maribago that gets the basics right.
Moalboal: the south, for divers and waterfalls
Moalboal is the reason many divers come to Cebu. The sardine run swirls off Panagsama Beach a few metres from the shore, best seen early in the morning when the water is clearest, and Pescador Island’s coral gardens are a short boat ride out. Kawasan Falls in Badian is 30 to 40 minutes away. Two bases: Panagsama is the dive-and-restaurant strip on a rocky shore, White Beach (Basdaku) is the sandy one a few kilometres north.
Getting there is simple and all overland. Ceres buses marked “Bato via Barili” leave Cebu South Bus Terminal on N. Bacalso Avenue roughly every 30 minutes and take 2.5 to 3.5 hours; get off at the Moalboal public market and take a tricycle to the beach. The one mistake to avoid is boarding a “Bato via Oslob” bus, which goes down the other coast. Our separate guides cover how to get to Moalboal and where to stay in Moalboal in detail.
A note on Oslob, about 79 kilometres further south. It is the largest site in the world where whale sharks are fed to keep them close to swimmers, and research published in 2020 found that the fed sharks behave differently, staying close to boats and people rather than avoiding them. Many travellers now skip it on those grounds. Read up before you decide.
Stay in Moalboal if diving, snorkelling and canyoneering are the point of the trip and you do not mind a three-hour bus ride each way.
Quo Vadis Dive Resort
the Panagsama institution, with its own dive centre and the sardine run at the doorstep.
Turtle Bay Dive Resort
a beach-and-dive resort a little out of the strip, rated for its reef and its calm.
Dolphin House Resort
the family pick on White Beach, with sand rather than rocks.
Malapascua: thresher sharks in the far north
Malapascua is a small island off Cebu’s northern tip, and divers go for one thing: the thresher sharks that rise to a cleaning station at Monad Shoal at dawn, a sighting that is close to guaranteed in season. Bounty Beach is the resort strip. The journey is the price. A bus from Cebu North Bus Terminal to Maya port in Daanbantayan takes four to five hours, then a public boat of 30 to 45 minutes plus waiting time, and boats stop in the mid-afternoon, so aim to be at Maya by three o’clock. Resorts on the island arrange dives and transfers.
Stay on Malapascua if thresher sharks are on your list and you can give the island at least two nights, because the trip there and back takes most of a day each way.
Bantayan Island: white sand and slow days
Bantayan, off the north-west coast, is the beach island. Santa Fe, where the ferry lands, has a long stretch of fine white sand around Kota Beach, boat trips to Virgin Island, and little else to do, which is the appeal. It is a bus from Cebu North Bus Terminal to Hagnaya port in San Remigio, allow three to five hours, then a ferry of about an hour to Santa Fe. Accommodation runs from backpacker cottages to a few resorts; we have not listed Bantayan hotels yet, so use the map below.
Stay on Bantayan if you want a sandy island with a local feel and are happy to do nothing much for a few days.
Which should you choose?
| Your priority | Stay in | Why |
|---|---|---|
| City, restaurants, a short stop | Cebu City (IT Park or Business Park) | Everything in walking distance, 25 to 75 minutes from the airport |
| Early ferry to Bohol | Cebu City, old centre or near the port | OceanJet leaves from Pier 1 and the port traffic is slow |
| Beach with a short transfer | Mactan (Punta Engaño or Maribago) | 15 to 30 minutes from the airport, resort pools |
| Diving and waterfalls | Moalboal (Panagsama or White Beach) | Sardine run, Pescador, Kawasan; 2.5 to 3.5 hours by bus |
| Thresher sharks | Malapascua | Monad Shoal at dawn; a day’s travel each way |
| White sand and slow days | Bantayan (Santa Fe) | Kota Beach; bus plus ferry |
Getting there and getting around
Every route starts at Mactan-Cebu International Airport, with Terminal 1 for domestic flights and Terminal 2 for international ones. In July 2025 the airport opened a second runway while the main one is repaired, so expect occasional changes to taxiing and gates rather than to schedules. Taxis and Grab cars wait outside both terminals; the city is 13 to 15 kilometres away and the drive is anything from 30 minutes to well over an hour in the evening rush.
For the south, buses leave Cebu South Bus Terminal on N. Bacalso Avenue. For the north, Malapascua and Bantayan, they leave Cebu North Bus Terminal. Do not mix them up; they are on opposite sides of the city. For Bohol, the fast ferries sail from Pier 1 in about two hours; our Cebu to Bohol ferry guide has the timetables and fares. The full Cebu destination guide has the sights, and the Cebu hotel page has our six picks with live prices. Linking islands? Cebu is the hub of our 7-day Philippines itinerary.

Frequently asked questions
Should I stay in Cebu City or Mactan? Mactan for a beach resort close to the airport; Cebu City for restaurants, malls and the ferry port. Many visitors do a night or two of each.
How far is Cebu City from the airport? About 13 to 15 kilometres, which takes 25 minutes on a clear road and over an hour in rush hour, because the airport is on Mactan Island and every road into the city crosses a bridge.
Is Moalboal a day trip from Cebu City? It can be done but it makes for a long day: 2.5 to 3.5 hours each way by bus. Two nights in Moalboal is the comfortable version.
Where do the ferries to Bohol leave from? The fast craft to Tagbilaran sail from Pier 1 in Cebu City’s North Reclamation Area, and the boats to Tubigon mostly from Pier 3. Allow extra time for the port-area traffic.
Can I see whale sharks from Cebu? Oslob, in the far south, is the famous site, but the sharks there are fed to keep them close to swimmers, and a 2020 study found this changes their behaviour. Consider whether that sits right with you before booking.
