Ask around Panagsama and Quo Vadis is the first name out — an on-site PADI centre, a seafront pool, and the sardine run basically at the doorstep. People come back year after year to dive with the same instructors, which tells you plenty. Panagsama is rocky shore, not a sandy beach, but for diving and snorkeling this is the reliable pick.
Diver favorite
Turtle Bay earns its name — guests report swimming with turtles barely a minute from the resort — and the food gets unusually warm reviews for a dive spot. It's a smaller, well-kept place with sun loungers and an easygoing feel. Great if you want diving and snorkeling with a touch more comfort than the bare-bones dive lodges.

Blue Orchid is the Panagsama option people describe as 'better than we expected' — helpful owners who sort your dives and transfers, clean modern rooms, and a spot close to the water. It punches above its price. The only common gripe: Panagsama's food-and-nightlife strip is a short walk, not right outside.

Over on the quiet White Beach side, Dolphin House is the family-friendly counterpoint to the Panagsama dive crowd — a pool, a restaurant, and snorkeling straight off the front. It's calmer, sandier and better for kids, with a tricycle into the Panagsama action when you want it. Trade nightlife for peace and it delivers.

One of Moalboal's more upmarket stays, steps from Basdiot/Panagsama beach with a pool and direct beach access. It's the pick for travelers who want the sardine run and turtles nearby but a comfier, quieter base to return to. It's small and popular, so book ahead.
Best upscale
Moalboal runs on divers and backpackers, and Wild Monkeys is the sociable budget base for both — cheap beds, an easy crowd, and walking distance to the dive shops and the sardine run. Basic and lively rather than restful, but that's the trade for the price and the people you'll meet.
