The Baywalk promenade in Roxas Boulevard is the classic spot. Vendors sell street food, families gather on the seawall, and dozens of people sit on the wall watching the sun drop. It's free, atmospheric, and very local.

For a more upscale experience, the Sofitel Philippine Plaza has bayfront drinks. The Bay Area behind the Mall of Asia has multiple bayfront restaurants with sunset views.

Important: Manila Bay is heavily polluted — do not swim. The sunset is the entire attraction. The bay has been undergoing restoration efforts for years but remains environmentally compromised. Watch the sky, not the water.
