Sabang is the dive capital and it has the best restaurants — but it’s a working beach, lined with dive boats and outriggers, not somewhere you sunbathe. The sand is next door at the La Laguna coves, or over the hill at White Beach. Get that one distinction right and everything else falls into place.

White Beach is Puerto Galera’s main event: a long stretch of sand packed with resorts, restaurants, beach bars and every water activity going. It’s the most convenient base by a distance — sleep, eat, swim and drink without needing a tricycle — and the easiest arrival, since Balatero Port is closest.
The honest trade-off is that it’s mature and commercialised. On weekends, Holy Week and through the summer peak it gets genuinely congested and loud, and the beach vendors are persistent. If that energy is what you came for, it’s perfect. If you want calm, book the quieter end or look at Aninuan below.
