Panagsama Beach is the heart of Moalboal — a small strip of coast lined with dive shops, restaurants, beach bars, and budget-friendly accommodations. It's not the prettiest beach in the Philippines (rocky shoreline, narrow strip of sand) but the action under the water more than makes up for it.
The strip is walkable end-to-end in 15 minutes. You'll find Indian, Italian, Thai, and Filipino restaurants, Western-style cafes, dive shops every 50 meters. Backpacker culture is strong — many travelers come for 3 days and stay 3 weeks.
Sunset here is legendary. The beach faces west and the sun drops directly into the sea every evening.
For actual swimming and white sand, head 15 minutes north by tricycle to White Beach — quieter, with proper sand and shallow water.
